Attendance Policy

  1. No student should have more than five absences per nine week period, excused and/or unexcused.  Three tardies will equal one absence.  Parents will be notified in writing after the third absence within a nine week period.
  2. Students are required by state law to attend school.  Teachers will record attendance daily and submit this information to the office.  Legal guardian(s) are required to either submit a written excuse on the day the student returns to school, or telephone the school on the day of the absence.  Failure to comply will result in the student contacting school approved legal guardian(s) to secure a verbal excuse.  The student will be allowed to attend class (es), but will be considered absent until a written excuse is submitted.
  3. Unexcused absences may result in school assigned detention, school service assignments, in school suspension, or the withholding of class fieldtrips and/or other school sponsored activities.
  4. School sponsored activities, approved field trips and other curriculum related activities will not be counted towards absences.
  5. After the students 3rd absence, the legal guardian(s) will be reminded of the attendance policy's five (5) day rule.  At this time, the legal guardian(s) is strongly encouraged to meet with the student(s) teacher to discuss the lack of/interruption of the student's academic progress.
  6. Upon exceeding the absence limit (5 day rule), the student and legal guardian(s) will be notified by the office that grades may be affected.  This will be verified by the teacher's records.
  7. Abuse of the attendance policy will result in a meeting with the attendance committee/SAT committee.  The committee will be represented by the student, legal guardian(s), student's teacher(s), counselor, and nurse, principal.  If the school is successful in reaching the guardian(s) of the student, Social Services/Juvenile Probation Office will be notified of the abuse of the attendance policy.  When meeting with the attendance committee a quorum (Majority of the attendance committee) is required to make a decision.  Any decision made by the committee will become part of the student's school record.  The committee has the authority to set specific guidelines for the remainder of the year. 
  8. The proceedings will be closed to the public, because of confidentiality purposes.
  9. The committee will allow absences beyond the limit if evidence is provided to show the following for each absence: continuing or recurring illness, serious family or personal problems, necessary professional appointments, and religious holidays.
  10. Students in the Special Education Program will be referred to the I.E.P. committee instead of the attendance committee.

Bus Transportation/Conduct

Many of our students are transported by the bus.  It is extremely important that all bus rules be followed.  Everyone is expected to be cooperative and respectful with the drivers at all times.  Bus riding privileges will be suspended or revoked if inappropriate behavior persist or interferes with bus safety.  Questions about bus routes, pick-up times, etc. should be referred to the Espanola Public Schools Transportation Department at 753-4317, or San Juan Elementary School at 852-4225.  All buses are equipped with cameras in an attempt to improve behavior on the bus.  We ask that you remind your child to be on his/her best behavior at all times when on the bus.


The following are the guidelines the school administration will follow when a bus driver or transportation department refers a student for misconduct:


First Offense Verbal Warning

Second Offense   Written Warning

Third Offense Parent Conference

Fourth Offense Suspension


If in the judgment of school officials a student is endangering the safety of others, that student will be removed from the bus immediately.  Serious or dangerous misconduct on the bus may result in suspension from the bus for the remainder of the year for the first, second, or third offense.


No child will be allowed to ride any bus other than his/her regular bus, or get off at any other stop other than his/her regular bus stop, unless he/she presents a bus pass which can be obtained by the school administrator.  The office will not take telephone requests to change transportation plans.  A written letter from parent or legal guardian must be turned into the office for a pass.  This is for the protection of your child.  Only persons designated on the registration form may sign out a child, unless written statement is received from the parent or legal guardian.

Cafeteria

Breakfast will be served in the cafeteria and will be served at 8:00 am.  When students arrive at school beginning at 7:50 am, they must report immediately to the cafeteria.  Students who have eaten breakfast must sit at the bleachers with their best behavior. 

All meals are free of charge.  Students are required to follow all school rules in cafeteria.

Discipline

The purpose of this policy is to establish guidelines by which student behavior is to be monitored and when necessary, modified.  These guidelines are in keeping with the Discipline Plan for the Espanola Public Schools.  Part of our goal is for all professionals and paraprofessionals to be responsible for all students. 

This is possible only if all cooperate as a team with a common vision. This vision would be to provide a safe environment for all students.  By being consistent from classroom to classroom and grade level to grade level, we will produce a safe, orderly environment in which our teachers can teach and our students can learn.


Part I. Prevention

  1. Students will be actively engaged in meaningful activities at all times.
  2. Students will never be unsupervised.
  3. Expectations will be made clear to all students, parents, and teachers at the beginning of the year and reinforced regularly.
  4. Students will have formal instructions and training in the social expectations of the school at the beginning of the year.  Reinforcement will occur as necessary.
  5. Teachers will assure students of the consequences of inappropriate behavior and not back away from these consequences.
  6. Teachers are the authority figures in the school. Every teacher has a responsibility to maintain order with respect to all students.  All regulations will be enforced consistently throughout the school.
  7. Teachers will cooperate with each other in the discipline of students they share in teaching.
  8. Students will be lined up quietly and escorted by the teacher or other adults in an orderly manner whenever they leave the classroom.  Any individual students who are not accompanied by an adult are to have a pass from the teacher.
  9. Teachers will be specific in correcting and directing students.
  10. The teacher will limit restroom visits. Absolutely no more than 2 students should be allowed in group restrooms at a time.  Restrooms will be inspected for cleanliness after each visit.
  11. Teachers will supply substitute teachers with expectations concerning classroom behavior.  Substitutes will be expected to adhere to these expectations.
  12. The services of the school administration will be utilized whenever possible and appropriate.
  13. Parents as primary teachers must take an active role in their children's education for any management plan to be successful.

Part II. Incentives

  1. At the beginning of the year each classroom will establish guidelines for incentives.
  2. Positive letters and postcards will be sent to parents.
  3. Nurse incentives.
  4. Administration incentives.
  5. Computer time.
  6. Library passes.
  7. Others as determined by school stakeholders.

Part III. Rules, Procedures, and Consequences

A.  Rules and Procedures

  1. All school and district rules are to be enforced fairly and consistently.
  2. Classroom rules should be consistent for each student.
  3. Hallways:
    1. Students will walk in single file on the right side of the hall.
    2. No talking will be permitted in line.
    3. Students will stop at hallway intersections if another class is already crossing.
  4. Cafeteria:
    1. Students will be silent in the lunch and breakfast lines.
    2. Classes will exit in the orderly manner they entered.
    3. Students will speak in quiet voices at the table.
    4. Students are responsible for picking up dropped items and wiping off tables before leaving.


Playground:

•a.   Wrestling, tackling and excessive physical contact are prohibited.

•b. Only toys and sports equipment designed to be thrown will be thrown.

•c.   Classes will line up orderly and quietly to re-enter classrooms.  Teachers will escort classes inside.

•d. NO Gum/Candy is allowed at school.

•e.   Eating and drinking will be limited to the Cafeteria and playground unless otherwise specified.



  1. Consequences
  1. Consequences will be consistent for each student.
  2. No student will be given more than one warning for the same offense on the same day before the teacher takes a punitive action.

Referrals to the principal will be on the approved form (Long Form) and will follow guidelines established in this discipline policy.  Students will not be referred to the principal unless several classroom interventions have been unsuccessful or a major offense occurs.  Documentation for all offenses will be maintained by the teacher and interventions will be recorded on the referral form.  Parents will be contacted if office referral is obtained. Parents will be notified of consequences of additional offenses.

  1. Students who commit major offenses may be referred to the principal without prior contact. Major offenses are outlined in the Espanola District Policy Book.  These include but are not necessarily limited to.
  • Possession of a weapon or controlled substance.
  • Threatening to bring or use a weapon, or claiming to possess a weapon at school.
  • Fighting beyond simple tussling or pushing.
  • Physically or verbally abusing or threatening a member of the school staff or another student.
  • Damage to property requiring restitution.
  • Sexual misconduct.
  • Disrespect or insubordination of blatant or severe nature.
  1. Students who are referred to the principal will remain in their classroom until called to the office.  Exception will be made only if the continued presence of a child endangers or interferes with the education of the other students.  Because immediate action is usually most effective, the principal will attempt to address discipline problems as quickly as possible.
  2. It "Time-Out" is used; it will be done in the classroom or in another teacher's classroom.  Students will not be left alone in the hall or in the office.
  3. Administrative discipline actions will be consistent with the Espanola School District Policy and may include but are not limited to:
  • Recess detention
  • In/Out of school suspension
  • Referral to guidance counselor
  • Principal/Parent conference
  • Referral to Social Services/Juvenile Probation office.
  • Referral to SAT
  • Recommendation for expulsion.

A. 1st Offense - Activity taken away

B. 2nd Offense - Call Parents

C. 3rd Offense - Parent/Principal mtg.

D. 4th Offense - Suspension

E. 5th Offense - Call Social Services/Probation office.


  Dress Code

  Students are expected to be neat, clean, and appropriately dressed for learning.  Students are not allowed to wear muscle shirts or shirts that have symbols related to drugs, alcohol, profanity, and gang related activities. Changes can be made at the discretion of the school principal.

  Boys are not allowed to wear over sized

  jeans or pants.  Girls are not allowed to 

  wear tight fitted jeans or pants.


All students will be uniformly dressed.      

Counselor

The guidance counselor at San Juan Elementary is Mrs. Ellen Quigley.  Mrs. Quigley is available to both parents and students.

Goals of the San Juan Elementary School Counselor:

  • Helping children understand themselves and others.
  • Preventing problems from developing.
  • Identify children with special needs.
  • Provide crisis intervention.
  • Coordinating necessary referrals.

If you feel the counselor can help you or your child, call or visit the counselor.  Together we can help our children feel good about them selves, and about the school.

Educational Records

Under federal law parents and students have a right to expect the confidentiality of student records.  Educational agencies may act to declare certain aspects of a student's educational records to be "directory information".  This information contained in such records which is not considered to be generally harmful or invasion of privacy if disclosed.  Such information can be disclosed at the discretion of the school principal.  The following information is considered to be releasable:  Student name, address, telephone number, date and place of birth, subjects of study, participation in officially recognized activities and sports, date of attendance, diplomas and awards received, recent or previous educational agency or institution attended by the student. (Examples of the types of information frequently released include, class listings, annuals/yearbooks, science fair winners, students of the month, honor roll, athletic event programs, etc.)  If a parent or guardian of a student attending San Juan Elementary School would prefer that any or all of the information designated above not be released should notify the Principal or Associate Superintendent in writing.  If you have any questions, please call Mr. Salazar at (505)852-4225.


Homework

Homework should be assigned as needed in order for students to achieve maximum growth and development.  The homework assigned should be purposeful and meaningful to students.  Each teacher in grades first through sixth will communicate to the students and parents of his/her individual homework policy.  If a parent has not received a copy of homework expectations, the parents should send the teacher a note requesting a copy of expectations.  See this Student Planner for daily homework assignments.


Inclement Weather School Closing

When inclement weather occurs, district administrators will decide by 6:30am if school will open.  The decision will be broadcasted on Albuquerque television stations, and Espanola radio stations.


Inappropriate Items

Items such as skateboards, beepers, cell phones, cassette tapes/compact discs, tape recorders and players, radios, cameras, trading cards, baseball bats & balls, toys, laser pointers, marbles etc. are not necessary to the instructional program and therefore should be left at home.  If these items or others not essential to the educational process are brought to school, they will be confiscated and returned only to a parent or guardian at the end of the school semester.


Internet Policy

All students will be given a copy of the Internet Policy at the beginning of the year.  Parents and students are asked to sign the policy and return it to the school.  Only those students who have the signed policy will be allowed to access the Internet.

Library/Media Center

The library/media center is located on the front wing of the school.  All students at San Juan Elementary School go to the library at least once a week.  Students are encouraged to check out books regularly, and parents can assist by showing an interest in the child's library books and by taking time to read and share books.  Parents are welcome to visit the library and to serve as library volunteers.


Lost and Found

The lost and found is located in the hallway of the nurse's office.  Students should check periodically for misplaced articles.  Students should write their names in all workbooks, textbooks, notebooks, and all other articles.  Items not claimed will be donated to Salvation Army after a reasonable length of time.


Medication Administration at School

Espanola District Policy States that the students physician must submit in writing his/her medical recommendation.  The statement must include the following:

  • Name of the Student
  • Name of the drug
  • Dosage of the drug to be administered
  • Precise schedule of administration
  • Side effects of the drug

Parents must provide:

  • Written consent of administration of the drug by school personnel.
  • Telephone number through which either parent may be reached in the event of an adverse reaction to the drug.
  • Instruct child how to take medication.
  • Instruct child as to why they are taking the medication according to the schedule.
  • The container of the medication must be labeled:
  1.  
    1. name of the drug
    2. strength and correct dosage
    3. name of the student
    4. name of the physician

The school nurse will be notified of all students taking medications at school.  Medications will be kept in a locked/closed cabinet.  Non-prescription and medication such as aspirins or cold tablets may not be administered by any school employee.


Notes Required From Parents

The school requires notes from parents explaining the following:

  • Absences
  • Request for early dismissal
  • The school requires notes from parents explaining the following Request to miss recess or physical education
  • Permission for fieldtrips
  • Permission to go home with another student
  • Take a different bus home
  • Allergic reactions
  • Authorization to administer medications
  • Specific health needs

Private Transportation Procedures

Safety is our primary concern.  Students not riding the bus should be dropped off at our parent pick up and drop off area.  Students should always remain in the cross walk.  No one should be dropped off or picked up in the side of the school.  Parents entering the school to pick up their child should always check in at the office.  Students need to be signed in and out of the office.  It is essential that your child be picked up on time.  The office will not take telephone request to change transportation plans.  This is for the protection and safety of your child.  Only persons designated on the registration card may sign out a child, unless a written statement is received from a parent or legal guardian. Parents are urged Students may not crawl under or climb over fences to get home.

School Day

The school day begins at 8:20am. NO STUDENT SHOULD ARRIVE AT SCHOOL PRIOR TO 7:50AM.  Students should report to the cafeteria upon arrival.  Students who arrive late to school must be accompanied by an adult to check in.  A child is considered tardy after 8:30am and ½ day absent after 10:00am

The school day will end at 2:45pm.  Any student who must be dismissed prior to 2:45pm must be signed out in the office.  Only those persons listed on the registration are authorized to sign out a student.  Please check your registration occasionally, particularly if there is a change of address, phone number, or family status.


Telephone Calls

Messages will be delivered to students only in emergencies.  Teachers cannot be interrupted during the school day for telephone calls, unless an emergency.  Students will not be permitted to call home except in an emergency.  Students who leave books, forms, homework, etc. will be asked to do without them for the day.  Our mission is to ensure that learning takes place; therefore, we must focus on time on task.  Cell phones in the classroom are prohibited during instructional time.  We ask that you use cell phones before school, during the lunch hour, and after school.  Our goal is to promote a positive learning environment for our students.


Textbooks

Students are expected to take good care of textbooks.  Textbooks are furnished by the Espanola Public Schools and students must assume full responsibility for the care of books lent to them.  Books are issued by the teacher and must be returned to that teacher upon completion of the school year or withdrawal from school.  Responsibility for textbooks rests with the student to whom the textbook was issued.  Book covers need to be on all books, especially new ones.  If a textbook is lost, before another is issued, payment for the original must be received.  If books are damaged, payment for the book must be received by the end of the school year.  No report card will be issued for nonpayment of textbooks.


Visitors

Parents and visitors are welcome at school at anytime.  Before meeting with the teacher it is necessary to check into the office for a guest pass. Anybody on campus will be redirected to the office for a pass.

Class visits are a time for observation only.  Any questions or conferences should be reserved for a later day when more time is available.  If a visitor's presence becomes disruptive or distracting to the students or teacher, the visitor will be asked to leave.

Withdrawals

Students needing to withdraw from the school must report to the main office accompanied by a parent or guardian and receive a clearance form that must be signed by the teacher, counselor, librarian, and principal.  These signatures indicate clearance with reference to textbooks, library books, other school information and debts.


Parent/School Community Involvement

Parents are encouraged to participate in Advisory Council, which is represented by parents, students, teachers, staff members, community members, local businesses, law enforcement, which will meet monthly to discuss school concerns. 

Parents are welcome to participate in classroom activities, fund raising, grant writing, the lunch buddies program, and sharing their area of expertise.  Research has shown that students whose parents are involved in their education are more likely to be successful in school. 

We our proud of our children and community, and involvement is the key to success.  We look forward to working with each and every one of you.
